Not sure if this clears up the country limitation, but it seems that applying would be easier, since it's free.

It can be done, but since I don't own a PSVita, the outlook is dim.

c# + simple xna like api...so, it's very easy.

I started this a year ago, but isn't the psm target deprecated? If not, I can probably finish it in a couple of days...

Probably yes. But after years of programming in Basic-like languages - Blitz3d, Bmax, GLBasic I'm not sure about my c# skill.
I've bought PSVita and... I'm really happy with it. I tried a beta of PSMobile SDK and it worked without problems on a real hardware but it would be nice to code in something similar to old good Blitz3D :).
