Is there a Windows 7 phone that people recommend for testing purposes?

More ideally, is there an iPod like device that doesn't have a contract or phone functionality but still has network and can test apps?

Is it better to wait for Windows 8 devices?

you should move this to XNA forum, but the answer is probably to wait. I've seen only a few WP7 devices that look nice, nothing that is iPod like.

Zune is only able to use up to XNA 3.1, as XNA 4.0 was excluded for it.
Microsft is rather fragmented right now, so my opinion is to wait or look on ebay for deals.

I'd be going for one of the Nokias ie. 710, 800, 900. You also get some custom apps specific for Nokia, plus they are fully behind the platform. If you are looking for an older phone (if you can find one), I have a Samsung Omnia 7 which is a great phone - awesome screen.

Windows Phone 8 will arrive later in the year and is supposed to be based on Windows 8. New hardware such as dual-core has been promised. Existing hardware will apparently be upgraded as well.

I have an LG E900 which is a solid phone and pretty cheap.

You can use the Emulator as well which is quite fast and good as well!
