I read where the link on MSN's page is pointed to the wrong place. If you want to JUST install Visual C++ 2010 Express (which is all that's needed) then go here:

Oh...and do NOT install vm_web.exe unless you're wanting to do Windows Phone development...

Yeah, I found this out last night when trying to get it... and I installed the vm_web.exe, so now I have got some Windows Phone stuff on my PC :(

I ended up getting the full express ISO image somewhere else:
