Tips for scaleable art?

I'm getting to a stage where I need to start pinning down how I'm going to use visual assets in my current project. I'm just wondering if anyone has any tips or knows of any info out there on creating assets that work well across multiple resolutions and pixel densities? I'm guessing that flat-shading and chunky outlines are a good idea, but if there are more concrete recommendations on character sizes and the like I'd love to hear them.

Also, for those who have been working on Android and iOS stuff, is image scaling any sort of performance issue on those platforms or is it pretty much free?
