"Server" rental options

So thing is I need a remote computer with:
-Static IP
-Some free disk space (1-5 GB)
-Ability to have multiple connections to it via UDP/TCP (1-250 connections) from my app
-24/7 uptime
-Ability to see it's monitor/screen/my app output

That is so I can test my server app and, when it's ready, to have a nice and tiny server that I can operate remotely. Is that how it works?)
Thing is I don't know what do people call it, because when I google for it I usually get results like "Rent a counter-strike server" or something like that, which is not that I want)

Got any suggestions? What is the average price for that kinda service?
Maybe monkey could have that kinda of tiny service, I'm even willing to overpay for it (up to a certain extent that is :)

If you want it managed, I would go for knownhost, if you want to setup everything yourself, I would go for linode.

Yeah those all are linux servers (mostly) and I have no experience with linux development. (especially with terminal)
I've found a good choice for me though, they got windows server (both 2008 and 2012) with unlimited bandwith and stuff.
Will my server app built for desktop target run on windows server?
