This Monkey website format would be ideal for my company and our apps. With the format, layout, community forum, about page, apps page, members section, etc.

It's perfect.

By any chance, is this site using an open source software cms of some kind that I can use to run my own app website?

No, the site is hand coded PHP by BRL.

Haxe is a good tool for creating php websites, its like actionscript but translates to PHP

A few years ago, I actually built a custom CMS type site that was very similar to what BRL has (actually i modeled it after the Blitzbasic site). Unfortunately, and a very sad one, my hard drive crashed and i stupididly did not have it source controlled at the time either :(. Otherwise, i could of helped you out.

When I developed my prototype for the monkey site (that wasn't used in the end) I built it using WolfCMS (cms and users) and Vanilla (community forum) using a single sign-on setup.
