Can Blitzmax be used for free in a research institute? For numerical simulations, or stuff like that. Is it still free if it's used on a company level and not by a single user?

Yes it is free as in zlib free.

I wouldn't call it suitable for lab work or serious numerical simulation, IMHO running on Linux is for knowledgeable users only.

However, for simple prototyping it still rocks hard.

I've been using blitzmax for 'scientific' stuff for years. Modeling financial markets, machine learning, bio-informatics and statistics. It's not perfect for these tasks, but does as well as any general purpose language.
A lot of Brucey's mods have overlap with research tasks. However Bmax could definitely benefit from something like Numpy and Matplotlib.
