Did you check his feedback? He clearly states "no returns", and has a lot of feedback claiming the items he sells are faulty.

I hate when people put stuff like, contact us before giving us anything less than 4 stars. They are more interested in their seller rating, than customer service... Hope you get your part!

99.2% positive feedback isn't that bad. I think you should give those people a chance. If somebody has 10k sold items and only 95% positive feedback then better stay away.

It depends what the negative feedback is for - in this case, almost all of it is for faulty items.

Typically I don't buy from anyone with less than 99.7%, unless the negative feedback is over something really petty.
