Are there any conflict to install directx9 and directx11 sdk on 1 pc?
Which directx will be used by a game?

No.

Which directx will be used by a game?

If you wrote the game, whichever SDK you build against. If someone else wrote it, neither. Released games don't rely upon the SDK, because most people don't have it. They'll use one or other version of the DirectX redistributable.
