Because i think it mean Person who born england with english blood..

Perhaps someone said to him "You should get your wording checked by someone that speaks native english"

Anyway..
It referes to those who speak English as their primary language. Someone who is Fluent in English!

Normally people would talk about a "Native English speaker", which means "a speaker of a particular language who has spoken that language since earliest childhood"

It's more than just being fluent -- there's still subtleties in a language that people who learned it later in life may not understand or use the same way native speakers would.

It could be an English person with certain standard of 'elecution' (eg. one who speaks the "Queen's/Oxford English" properly without a strong regional accent or slang habbits).

-Or could be just someone from England that speaks English ? :D
