Is it for 2D or 3D characters? Do you supply the meshes to be animated (If so, do they have to be rigged\skinned as well)? (I'm not applying, just want to help you make your request more formal).

3D on an existing rigged mesh in 3dsmax format.

How many animations (and how long each)? I know someone who could take the contract if the animations can be done in Maya.
