http://www.freesound.org is quite good. Just watch the licencing because not all are free to use.

There are many sites that sell royalty free soundeffects.

http://www.sounddogs.com/ - One of the best sources for commercial sound effects. They let you "pick and choose" individual sounds from libraries. The sounds cost more per unit, but it is still less than a US$ 700 full library.
