Are there any decent free font creators out there? I'm interested in Mac and Windows options. Requirements are pretty based- take a font, add a neon glow around it and dump the required bitmap font.

For Monkey or BlitzMax, I'd go with FontMachine.

Is there a free version? This is for something at work- I won't shell out of my own pocket and the amount of paperwork/hassle to get them to pay for it is not worth it.

Oh, no I don't think so. It's "free" when you buy BlidePlus. You could also try this, which I see mentioned a lot.
