if you have photoshop just use the lensflare filter. duplicate the layer and mess with the layer properties (linear burn might work good) and gaussian blur. don't forget to change the levels to prevent the edges from going out too far.

Dunno about others but I made mine using PhotoShop CS2 (any older version would have been OK too) and lot's of sweat, basically.

Smear tool was used extensively like gzillions of PS layers with varying blending modes... I also adjusted brightness / contrast and hue a lot, and did some levels / curves tweaking too. Sharpening and gaussian blur filters were handy too. Can't remember if I used radial motion blur but it can be a useful too in a case like this.

Not exactly "exactly how" but it's impossible to do a "tutorial" because these come after lot of experimenting and playing around, for me at least.

i use photoshops rendering (lensflare) filter and tweak it a bit.

For the set I posted above, I used a lens flare plug-in that I have. (Knoll light factory)

Otherwise, it's pretty much what Mustang said,... lots of playing around with curves and layers. You can also create a nice starburst effect by making an image with vertical lines that are bright at the top and dark at the bottom, then convert the image to polar coordinates, and the vertical lines will be radial.
