You can do it in any decent paint prog, start with your image you want to draw on on layer 1.
then create a second raster layer, make the black transparent and draw accordingly in bright colors.
Select all on the new new layer and copy the contents to clipboard (or to a third layer).
Then blur the contents of the layer 2 with a generous gaussian blur (this gives you the glow)
Finally paste the original contents over the very blurry lines (if you didnt make a 3rd layer).
You may need a very light final blur on layer 3 (or 2 if you pasted) to dispose of hard pixels.
