It seems vorbis.com doesn't offer a compiled win32 binary version of the vorbis-tools any longer. Or is it only me?

Did they ever? I mean, what are the vorbis-tools anyway? I would assume they are the functions to include in your application, and that you wouldn't want compiled.

If what you want is a program to create ogg files, download oggdrop:

thanks, I've seen those downloads. vorbis-tools is a compilation of commandine tools. There are several vorbis releases, the Lib releaes, the sources and also the OS specific binaries for people without compilers. Oggenc.exe is very useful since it allows to use batchfiles, eg. to encode entire folders etc.

On some forums I've just realized a lot of people feel kind of disappointed because they cannot find the binaries as well.
