In deep paint3d you can.Probably in Tatoo, also. Usually, you'd need to reload the texture for a size changed(in othe r app, 2d) version.
I texture all my models doing a bit of 3d painting, a bit of 2d, and a lot of checking in an ogl viewer more accurate or similar to engines...
Ultimate unwrap allows some basic vertex color painting.Depends on what u want.
Max also. Blender too. Amorphium (only export v colors as *.fact, not supported format by converter...I doubt vrml2 support vcolors)
Probably nendo format, from wings, but neither sure.
Way to go is probably UU or max.
vertex colors depend on mesh poly count...I would not recomend that other than as an overlay shader to add to the texture, or extra lighting effects.
