Here's an interesting procedural 3D scene generation tool I came across on Steam (originally on Steam Greenlight).

What is Sceelix?

Sceelix is a software that allows you to create complete and unique 3D scenes, with terrains, vegetation, cities and other elements, in an efficient and manageable way. Through a powerful procedural engine and an intuitive visual node-based editor, all and any kind of scene elements, from 3D models and textures to game physics and behaviors, can be automatically generated using visual creation rules.

Since an important part of a game is its uniqueness and differentiation, imo the manual creation or procedural creation of the environments should be done depending on what you need in your game. So not for me...

I think the strength of procedural stuff is that it gives you a fast way to create a starting point for whatever it is that you're creating. Run the procedural algorithms until you get a result that's useful to you. Tweak them a bit to get it nearer to what you want. Then start manually (or programatically) modifying it to make it more unique and to add the finishing touches.
