ncBin can only be used in the main Block?

I'm getting an error that IncBin can only be used in the main block in Max 1.20? I thought that was a limitation of verions 1.18 and was fixed in 1.20? For example: IncBin "../Images/Effects/bullet1.png"

Nope, it was an oversight that it could be used in functions and such and it was fixed. Get with the program, peoplez omg hax.

What does omg hax mean? So it can be used in files other than the main program; it just has to be placed at the top of the code (in the declaration section)?
