There are plenty already, probably the best so far is Filax's excellent iGlass. If you want to use your system's GUI then probably best wait for the official Blitz GUI module. Been using the beta for a while now and it's great :)

Depends on how detailed of a GUI you need, but you do not have to wait for the GUI module to use Window's native GUI in BMax, Snarty produced an awesome example of a Note Pad clone in BMax using Windows API.
