Designing a screen - best software to use ?

I am designing a Blitz game for an 800 by 600 screen. Does anyone know a decent drawing package that would allow me to design the screen layout - Powerpoint is no good as you can't specify the screen size or see the coordinates of where you are. Paint is no good as its too fiddly to move things around although something similar to Paint would be good if you could draw objects easily and move them around easily like in Powerpoint.

Any ideas much appreciated.

You could use Gimp. Leave each "Object" as its own layer and you can move them about freely.

Gimp or GraphicsGale if you want something simpler.

"Photoshop elements" is a much cheaper version than the full version, it just doesnt have advanced capabilities, try it, i use it and it works pretty well.

I like Fireworks for that, since every item you draw is automatically a separate object.

Everyone has their own favourite :-)

Paint .net is free and it has layers. I find it loads fast like Paint, but has easy to use layers for creating layouts.
