This has been requested before in another thread on this board but never got off the table.

Could someone who knows the basics of a 2d fighting game (menu options, layered backgrounds and parallex effects, side scrolling, character animation and combos)
please post a short tutorial on creating such a game, would be appreciated.

Heheh, erm. You're asking for help on pretty much everything. Menu options and combos? Surely you're joking right? There isn't a "How to make Street Fighter II game tutorials".
