Imported Pictures Look Bad

I've been using standard jpgs in my game so far with a black mask, and I've been noticing that alot of them seem to have black spots in them or the image quality isn't very good.

Is there any way/program to get my pictures to import exactly as I draw them? I'm doing perfect pixel art so I know that what I'm drawing should be like that... the compression level is as low as possible.

Save as PNG instead, it uses lossless compression, unlike JPG which will smash your picture even on 'best quality' settings.

Yes. JFIF is only suitable for photographs (hence the name Joint Photographic Expert Group) where the artefacting isn't generally noticable.

Depending on what application you use to make your images, you may have settings to do with how the PNG is saved. You'd want to set it to compress as much as possible if you have that option. Some software gives you a choice of what kinds of compression it does, while others just assume some preset.
