Who have this Lib ? I tried to find, but, no link working for this lib... I don't know how and where to buy it...

It's a commercial lib that's no longer available. Unless the owner of the lib decides to make it available again, you won't be able to get ahold of it. I'd suggest checking the code archive and toolbox sections of this site for alternative libs.
