Fast Extend is a good lib for Blitz3D. As Yasha syas below, it's not DX9 nor does it use shaders.

Yes, lots. The most popular is Xors3D.

There are actually lots of Blitz3D command-set clones out there. Most of them are free but incomplete; a few, such as Xors or NuclearBasic, seem to be very solid commercial products. Quite a legacy B3D has!

EDIT: FastExtension is an awesome product and strongly recommended, but it's not DX9 or shader-based. It's pure DX7.
