I`m looking for a low cost, easy to use, terrain and world building tool. I am going to be creating many outdoor environments, as well as some indoor areas.
Which one would you guys recommend?

Another option is Bryce. You can download the full, version 5.5 for free Here.

And you can upgrade to Bryce 6.1 for around $23 after they give you a 30% welcome coupon and $5 voucher.

Hi,
I can recommend you "Panorama" for handcrafted maps, very fast and easy, b3d export of course, maps are composed by texture blending.

"tED", similar to panorama, more options but slower to work with and ugly interface, however, as I said, is more complete in terms of options.

"L3DT", to me the best. It is no based on texture blending, is based on a great tile generated from a elevation map created automatically from your options. Results are amazing.

as far as I remember, last version of gile[s] (2.0 betaXX) allows the possibility of map creation and editing with a lot of possibilities. you can try it as well.

As conclusion, I've been working around with Panorama for texture blending based maps because is fast, easy and clear and with "L3DT" for more complex maps in which I don't need a closed surface detail.
