I am making a simulation game. What is a good scale to use? Is it better to make 1:1 or should I make it smaller, maybe 1:2.

It really doesnt matter all that much. Using 1:1 gives you a bit less hassle though :)

Do you mean in terms of Blitz units? I usually use 1 blitz unit = 1 metre (useful because like, a 100th of a blitz unit = a centimetre, and 1000 blitz units = 1 kilometre - none of this crazy inches, feet, yards, and miles nonsense which can't be divided into an integer). Although you can do it however you want really. Don't go too small or you start getting entity clipping on the camera when you get close to things.

I go along with BlackD - I recently converted all my work to 1 unit = 1 metre and I'm finding that more and more it's compatible with the output from the more modern modellers.

(Don't mention 3DS - i unit is 1000 metres, maybe. Yuk.)
