I think that's a windows problem, because Windows determines which character set to display governed by the user setting it in their Regional Settings in control panel. I don't think you may have much control over that, though I could be wrong.

I wonder if there is a way to get the Chr$() command to work using (what do they call it? Unicode?) 2-byte characters.

blitz's strings only support regular ascii, so good luck getting unicode / multi-byte characters to work in it. unless you use a DLL.. lol.
