Maplet might be good one day, but it's not yet at a stage I would call useable.
I just bought Cartography Shop. It's far superior to Quill in my opinion ( that IS just an opinion though ) for level editing, as the interface is very, very intuitive. Quill is undeniably powerful, but it suffers from a cluttered, unintuitive interface and has more features than you need for a level editor. It could possibly benefit from having a fully customizable UI so that you can remove features you don't need for level editing from the UI.
Cartography Shop cost me £40, but it's worth every penny in my opinion.
Both the editors Joe mentions look great, but as he says, they're not quite finished yet.
EDIT: Actually it's just occurred to me that you speak German, and I believe the German version of Scream3d is finished.
