does anyone know of a good program that can models in .b3d and export it?

You've missed a words out of that sentence for it to make sense.

However, Ultimate Unwrap will convert from and to many formats. MIlkshape will allow you to convert from to to many formats and is a great little modeller, although really you need Ultimate Unwrap to go with it.

Milkshape3D can import .3DS and can export .B3D

Some free apps are:
Decorator (see toolbox)
SlimShady - tho SlimShady 0.3 doesn't support much material properties (eg: must be textured, doesn't support alpha or mask textures, etc.)
The next version of SlimShady will support almost all Features of the B3D format. Will be released in a few weeks, at least I hope so.
There may be more tools that are capable of this convertion
(giles, pacemaker, CharacterFX, Fragmotion ) and I think i remember there was a converter for Anim8or-to-B3D. See also section "content creation tools".
