how do you make it so that if a bullet hit a .b3d mesh near the head bone, the head blows off ( or disappears)

make mesh with separated head and with bone head included in to your skin mesh animation, then assign that head mesh to head bone..once receive hit, then hideentity head and at same time use some nice particle fx associated to same head bone..

yep. If you're not happy with how the head simply 'pops off' and disappears you can 'hide it' by adding particles (bullet explosion + blood splatters) in front of it - so the player doesn't see the head simply 'disappear'...

depending how the model is structured you might be able to get away with reducing the size of the head by scaling the bone to which the vertices are attached. Scale it down to 1/100th of its original size or something.
