How can I make it so that a networked game, when run, displays hosts? I've heard someone talking about having a PHP website store host games somewhere and then provide them as a list to the game. Otherwise I'd have to invest in a server.

Could this website thing work? Would it be hard to do? I've never used PHP before... is it a good language? Is it easy to use?

depends on size fo your game.. if very big like wow or somthing liek that then ya you need sever. have to think how many poeple will be playing at same time in same game as well if lots then ya server. but if it only a few poeple and not a huge game then PHP sounds a good way (atho i have never used it i just play lots of online games lol) but hope i help a little.

Check out gnet (and if you need it as well - etna).

Yes, Etna now has an improved version of gnet that you could use (which was released 2 days ago). Gnet is exactly what you need, since you don't need a web server (you use the one on this site!).
