Good tile editor for a Zeldaeqsue game?

I'm looking for a good tile editor for a Zeldaeqsue game. I'd prefer something free.

I'm thinking a really useful feature would be to be able to specify rules for how transitional tiles are laid out. (I'd like to be able to paint a single grass tile in a sea and have the surrounding tiles automatically turn into shore tiles according to rules I've set, instead of having to paint them individually.)

I'd also like to be able to position my objects (monsters/keys/doors/chests) on top of the map so I can see how things will look.

I haven't seen a map editor that has a transitional tiles function.
If anybody want's to do it then there's a good article here

Ross C: Sounds great, but I'm somewhat impatient. Best of luck with your tile map editor and I'll check in on your threads to see if I can lend a hand or offer suggestions.

tonyg: Thanks, that article cleared up my thoughts on the matter! Perhaps I could write a secondary app to fill in transitional tiles for me.

Octo - I don't personally use a tile editor, so I have no preference. Sorry!
