What would be the best programs to use to create a lightmapped B3D file from a 3ds or obj model.

TIA!

My first port of call would be Slim Shady. Can't remember which file formats it can load so you may have to swing by the archives for some conversion code.

Giles is also spoken of highly.

Slim Shady is the best free lightmapping tool, but gile[s] is well worth the money.

as far as I remember slim shady can import .3ds, .x and .b3d and may export to .b3d only, both, lightmapped and nonlightmapped. The philosophy of exporting .b3d only makes it a Blitz3D tool only, so to say.

slim shady is based on the YAL open source lightmapper, it's a simple thing and unfortunately it lacks of directional light (sun), has Point light only, so it's rather useful for indoor enviroments, although you may use a distant point light with a high radius to get something that is kind of like sunlight.
