Hello All
Is b3d capable of rendering high quality high poly count objects and landscapes
As just a single image, like say Bryce or Poser.

Not really... Blitz is meant for realtime 3D, not rendered 2D images. If you need 2D images, use Bryce. Even if you can make Blitz Raytrace (sort of), anti-aliasing and lighting for example is much worse than in any program designed for rendering 2D images.
