Question about CreateTimer & WaitTimer.

In the online manual for CreateTimer it says this,

CreateTimer (frequency)
Parameters:
frequency = usually a framerate like 50 or 60


So I wanted to know if the number its taking is a framerate or milliseconds?

Frequency = number of frames per second.
